Qld: Gulf faces prolong isolation

Emergency authorities in Queensland are concerned communities in the Gulf of Carpentaria
region could remain flood-bound for another month .. three times longer than the typical
big wet.

Normanton and Karumba have been isolated by road for the past six weeks and authorities
expect them to remain so for at least another month.

Army and RAAF personnel have located a problem with Karumba's drinking water pipeline
.. which will take some time to repair due to the floodwaters.

A portable water treatment plant is on its way to Karumba to sustain the town's fresh
water supplies .. while bottled water's being distributed to residents.

Queensland Health senior official Dr ISAAC SEIDL has warned of the potential for depression
to set in among those affected by flooding.

FED:Rudd doing a great job: Gillard

In the wake of more reported leadership tension, Prime Minister JULIA GILLARD insists
her predecessor KEVIN RUDD is doing a great job as foreign minister, and won't miss out
on a Christmas card.

She says Mr RUDD is a valued member of her team and they'll work together in the interests
of the nation.

Selective parts of an internal ALP report, criticising the former RUDD government as
being driven by spin and lacking purpose, was leaked to the media yesterday.

Asked today if she would be sending Mr RUDD a Christmas card, Ms GILLARD replied that
she'd send Christmas cards to all of her colleagues.

NSW:Robertson defends NSW Labor leadership

AAP General News (Australia)

NSW:Robertson defends NSW Labor leadership

SYDNEY, April 1 AAP - NSW Labor leader John Robertson has defended his elevation to
the role and says he is in favour of scrapping factions within the party.

During an interview on ABC Television on Friday evening, Mr Robertson fought back accusations
he was not the right man for the job, saying he was elected "unanimously" by his caucus
colleagues on Thursday.

"I share responsibility with everyone else who was part of the previous government
for (last Saturday's election result) and I accept my share of that responsibility," Mr
Robertson said.

"But I went through a rank-and-file preselection, I had to get elected in Blacktown
and subsequently my colleagues in caucus (on Thursday) unanimously supported me to be
the leader of the Labor Party in NSW."

Mr Robertson has this week been criticised heavily by former Labor prime minister Paul
Keating, ex-premier Morris Iemma and ex-treasurer Michael Costa, who were all angry over
his role in killing off power privatisation while head of Unions NSW.

"Paul Keating, Michael Costa, Morris Iemma all made a great contribution to this nation
or this state," Mr Robertson said.

"I intend to make a similar contribution now as leader of the Labor Party in NSW."

The party's national executive will meet next Friday to consider dozens of recommendations
aimed at decentralising power, making Labor more responsive to members and securing the
best possible candidates.

Mr Robertson said he supported the reforms proposed in the national party review.

"I support the reforms that are proposed within that review, I support the issue or
the idea of defactionalisation," he said.

"I think they are absolutely critical to us becoming a credible alternative government."

However, Mr Robertson refused to be drawn on whether he would personally support reforming
party rules to stop the conference having a binding power over MPs.

WikiLeaks Wrap (SYDNEY/LONDON/CANBERRA/STOCKHOLM)

It's been revealed that mining giant BHP Billiton lobbied the federal government to
block a 21-billion dollar deal between its rival Rio Tinto and the Chinese government-owned
Chinalco.

A confidential US embassy cable obtained by WikiLeaks .. and released to Fairfax newspapers
.. shows that the chief of staff to Treasurer Wayne Swan told embassy officials BHP had
outmanoeuvred its rival to orchestrate the collapse of the Chinalco deal.

Fairfax says the revelation is embarrassing for BHP .. which has consistently refused
to be drawn on suggestions it engaged in a campaign .. to persuade ministers not to approve
Chinalco's push to double its stake in Rio Tinto.

Attorney-General ROBERT MCCLELLAND has compared a possible Australian Federal Police
investigation into WikiLeaks activities to the probe into former Treasury mole GODWIN
GRECH's OzCar affair last year .. saying it could take more than a year.

Meanwhile a lawyer for JULIAN ASSANGE says the WikiLeaks founder has been moved to
a segregation unit of the London prison for his own safety.

Russian Prime Minister VLADIMIR PUTIN says the fact that ASSANGE is in custody shows
the West has its own problems with democracy .. while Brazilian President LUIZ INACIO
LULA DA SILVA says he's surprised there's not more of an outcry against ASSANGE'S arrest.

And a former WikiLeaks worker says he is planning to launch a rival secret-spilling
site that will help anonymous sources deliver sensitive material to media.

Floods Wrap (SYDNEY/MELBOURNE)

to lash rural areas .. forcing more evacuations and prompting grim predictions of a soggy
Christmas.

Four deaths have been recorded so far as the nation's east endures its worst flooding
in decades .. ruining crops and causing millions of dollars of damage.

Forty-eight disaster areas have been declared across the nation.

There've been fresh evacuations in Victoria's northeast in the Alpine Shire 300 kilometres
northeast of Melbourne .. and in New South Wales there are now 33 declared natural disaster
zones with Orange .. Tumut and Liverpool Plains shires added to the roll-call.

And residents south of Shepparton in Victoria have been warned they could be isolated
by flood water today.

The head of the Nobel committee has placed this year's peace prize on an empty chair
.. as he called on Beijing to free the new laureate LIU XIAOBO from his Chinese prison
cell.

Speaking from Oslo last night .. Nobel Committee chairman THORBJOERN JAGLAND insisted
54-year-old LIU is an innocent man.

In China .. live broadcasts of the event by CNN and the BBC were blacked out by censors
and last year's laureate .. US President BARACK OBAMA .. hailed Liu as a representative
of "universal" values.

Mr OBAMA called on China to release the jailed dissident "as soon as possible".

LIU is an author and former professor who was at the forefront of the 1989 Tiananmen
Square protests.

Former HOWARD government minister MAL BROUGH has joined the Queensland LNP .. which
he once described as an abomination.

Mr BROUGH says most people would be aware of his criticism of the LNP in the past ..

The former member for the federal seat of Longman says he'll run for pre-selection
for the federal seat of Fisher and has aspirations to be a minister in the coalition and
harbours ambitions to be the prime minister.

LNP director MICHAEL O'DWYER says Mr BROUGH application has met with acceptance by
LNP members and there is a level of excitement about him and his wife SUE joining the
party.

Classification (CANBERRA)

The federal and state governments are to draw up guidelines for a possible new R18+
computer game classification .. after a meeting of federal and state Attorneys-General
failed to endorse the Canberra's proposal for the new R18+ rating.

But Home Affairs Minister BRENDAN O'CONNOR says the meeting was still a step forward
.. because ministers agree on the need to better protect children and for better guidance
for parents what to buy for children.

Zentai (PERTH/SYDNEY)

The federal court has ruled 89-year-old Perth man CHARLES ZENTAI .. who's wanted for
questioning in Hungary for alleged war crimes .. could soon be reimbursed the court costs
he accrued fighting his extradition.

ZENTAI is accused of being one of three Nazi-backed Hungarian soldiers who assaulted
and murdered Jewish teenager PETER BALAZS in Budapest in November 1944.

In July .. Justice NEIL MCKERRACHER found the Home Affairs Minister's decision to extradite
Mr ZENTAI was beyond his jurisdiction and war crime is not an extradition offence for
which he can be surrendered.

The government has now been ordered to pay Mr ZENTAI'S court costs.

Meanwhile Nazi hunters from the Simon Wiesenthal Centre say they'll continue to press
for Mr ZENTAI's extradition to Hungary.

Fed: Dietitians call for cuts to food prices

Dietitians have called on the Rudd government to do more to ensure people living in
remote Aboriginal communities have access to fresh and healthy food.

A parliamentary inquiry into the cost and quality of food in remote community stores
in Cape York and the Torres Strait is underway .. investigating its effect on the local
population.

In its submission .. The Dieticians Association of Australia says a basket of healthy
food costs 30 per cent more in remote areas compared to major cities .. contributing to
residents' poor diets.

The Association recommends linking individual stores under a group model to improve
buying power and providing funding for a nutritionist or dietitian to be employed by the
group.

It also recommends residents' social security payments be quarantined and replaced
with food stamps.

Vic: Ryan tight lipped on pipe policy

Vic: Ryan tight lipped on pipe policy

MELBOURNE, April 24 AAP - Victorian Nationals leader Peter Ryan has refused to commit
to decommissioning the controversial north-south pipeline if the coalition wins government
in 2010.

The state government is building a pipe to take water from the Goulburn Murray irrigation
system in northern Victoria to boost Melbourne's supplies.

The coalition and country Victorians oppose the move, arguing the water should stay
in the food bowl region.

Mr Ryan, speaking as acting coalition leader, said there were better ways to secure
Melbourne's supply, but refused to say whether a coalition government would use the pipe
or not.

"I don't concede that it will be built, the people in the north certainly don't concede
that," he said.

Asked if it would be hypocritical for the coalition to maintain the pipe, he said he
would not answer hypothetical questions.

"Let's deal with it as and when it happens," he said.

The government plans to upgrade irrigation infrastructure in the north and pipe some
water to Melbourne to help drought proof the city.

Premier John Brumby says there are at least 400 billion extra litres of water each
year to be drawn from the Goulburn Murray system under the upgrades.

Under stage one of the food bowl modernisation project, the government plans to save
225 billion litres (225 gigalitres) a year.

It will pipe 75 gigalitres to Melbourne, then give the same amount each to the environment
and to farmers.

Opposition treasury spokesman Wayne Swan said there was now serious questions about
whether the Australian people could trust anything Peter Costello says.

honesty at stake here," Mr Swan told reporters.

"And for someone who aspires to the highest job in the land it is his responsibility

Mr Swan said the episode raised questions about whether Mr Costello was concerned more

"I think these revelations indicate that he is only concerned with his selfish political

SA: SA prisons locked down after secuity concerns raised

By Todd Cardy

ADELAIDE, Feb 15 AAP - South Australia's seven prisons were locked down today as prison
officers stopped work over fears that weapons could be used against them.

Inmates were refused breakfast and forced to remain in cells for the morning after
the Public Service Association (PSA) launched industrial action.

Work bans were imposed after the South Australian government refused a full search
of the Port Augusta prison, north of Adelaide.

A stash of weapons including ropes attached to metal hooks, pens and screws were found
in the prison's laundry earlier this week.

It followed the discovery of five blades of kitchen-knife-length on Australia Day last month.

PSA general secretary Jan McMahon said members yesterday declared the prison unsafe
and demanded a full search of cells and common rooms.

Ms McMahon said the government had refused the request.

"Security is always an issue in the prison system and for correctional service workers,"

Ms McMahon said.

"The safety of staff must be assured.

"It is very important that all weapons are found."

All the state's prisons were affected by the work bans, which were lifted when a resolution
was reached before 10am (CDT).

Correctional Services Department spokesman Christian Thompson said Port Augusta remained
in lockdown until the search was completed tonight.

The medium security prison houses about 280 inmates.

Mr Thompson said a security review had been launched after the January 26 discovery
of weapons and it would be completed in the next month.

State Correctional Services Minister Carmel Zollo criticised the action.

"This government is committed to ensuring a safe prison system," Ms Zollo told ABC radio.

"It is entirely irresponsible for the PSA to talk about member safety on one hand and,
at the same time, lock down the entire prison system and refuse to feed prisoners."

The federal Treasurer says a plan by Western Australia to lock up offshore energy resources

WA Premier ALLAN CARPENTER has proposed as much as 20 per cent of offshore gas reserves

But PETER COSTELLO says gas is a world commodity and it'd be very hard to have a two-tiered

prices .. but companies are likely to resist any attempt to make them sell gas at below
